About the Project

When completed, the revitalized East Pier will deliver a vibrant, immersive and accessible waterfront gathering and events area that celebrates Cobourg’s history and place along the Lake Ontario shoreline.

The East Pier Revitalization project is one of the first major improvement initiatives being implemented as a result of the 2018 Waterfront User Needs Assessment and Detailed Design Report, and therefore success will be critical. As per this report, the East Pier is to transform into a beautiful, vibrant, accessible and sustainable waterfront feature that will become one of the Town’s key venues for seasonal revenue generating activities. East Pier is well positioned next to Victoria Park Beach, Victoria Park Campgrounds, a full-service marina and is well connected to a busy and walkable downtown area. It is poised to provide a new hub for recreation, culture, tourism and environmental interpretation.

The program for site improvements include seating and viewing opportunities, multi-use path, vehicular access with turn-around for light vehicle traffic, perimeter and edge railings, barriers and protective fencing where required, electrical upgrades for pedestrian and roadway lighting, water and power servicing to support food and beverage amenities, future charter boats on the west side and temporary washroom facilities, accessibility enhancements from East Pier to Victoria Beach and soft landscape and shade tree planting.

The Town of Cobourg engaged The MBTW team in 2020 to provide full scope multi-disciplinary services for public engagement, visualizations, design development, detailed design, construction drawings, costing and tender-ready documentation for the proposed enhancements. The MBTW team was also responsible for coordinating with other harbour structure repair work that was designed and implemented in a parallel process.

Constructed in the early 1800’s, the Pier had been modified many times over the decades to suit changes in use and need. Part of the MBTW team’s work was to investigate the structural conditions and explore options for addressing the nature of the pier’s internal materials; an exercise that resulted in the careful placement and design of heavy, rigid features at the surface.

The tender documentation was delivered to the Town in 2023.The construction timeline will be subject to the completion of adjacent structural shoreline repairs.
